(ANTI-SEXUAL HARASSMENT)

‘The Sexual Harassment at Workplace (Prevention, Prohibition and Redressal) Act, 2013’. Along with this Act, the ICC seeks to adhere to the spirit of Vishakha guidelines preceding this legislation in order to address the issue of sexual harassment at workplace for ensuring gender equality. The ICC aims to look into the complaints of sexual harassment in the establishment and also to generate awareness about the issue. The Act has outlined the constitution of the committees, the process to be followed for making a complaint and conducting inquiry into the complaint in a time bound manner.

Anti-Sexual Harassment Committee:

As per the guidelines of UGC and the Supreme Court an Anti-Sexual Harassment Committee has been established by the college to provide a healthy atmosphere to the students of the college. Anti Sexual Harassment Committee deals with issues relating to sexual harassment. The committee is formed to prevent sexual assault, rape and other related crimes on girl students.

What is Sexual Harassment?

An act of sexual harassment includes any one or more of the unwelcome acts or behaviour, whether directly or by implication:

  • Physical contact and advances; or
  • A demand or request for sexual favours; or
  • Making sexual coloured remarks; or
  • Showing pornography; or
  • Any unwelcome physical, verbal or non-verbal conduct of sexual nature.

Objective

  • To prevent discrimination and sexual harassment against women and students in the college by promoting gender amenity
  • To fulfil the directive of the Supreme Court for all employers to develop and implement a policy against sexual harassment at the work place
  • Formation of Internal complaint committee for the prevention and redressal of sexual harassment and gender-based violence in the Campus
  • Implementation of the written complaint through proper reporting and their follow-up procedures
  • Strict disciplinary action will be taken against the violators depending on the nature and extent of injury caused

Role and responsibility of Anti-sexual harassment committee:

  1. To ensure provision of educational environment that is free from sexual harassment.
  2. Providing information to all students about what constitutes sexual harassment and about their responsibility not to sexually harass the girl students.
  3. To take all reasonable steps (active and preventive in nature) to prevent the harassment occurring. To address any oral/written complaint about: unwelcome sexual advances, unwelcome requests for sexual favors.
  4. Complaints of sexual harassment are handled very sensitively for students under the Sexual Harassment Complaints Resolution Procedures.
  5. Display anti-sexual harassment posters on notice boards in common work areas and Conduct regular awareness raising sessions for all students on sexual harassment issues.

Functioning

The ICC organizes training programmes and workshops for students on measures for ensuring the safety of women and programmes for gender sensitization on the campus. This is done in association with the Women’s Cell though the latter remains autonomous of the functioning of the ICC. Committing itself to a zero tolerance policy towards sexual harassment, the ICC makes all sections of the institutional community aware of the information on the mechanism for redressal of complaints pertaining to sexual harassment. The ICC is committed to moving proactively to curb all forms of harassment of employees and students whether it is from those within the campus or from elements outside of the geographical limits of the college. The ICC is granted responsible freedom to bring those guilty of sexual harassment against employees and students to initiate all proceedings as required by law. College takes care of female students safety and for this purpose the college campus is having 30 CCTV Cameras.

The Process for Making a Complaint & Conducting an Enquiry

An aggrieved person is required to submit a written complaint to the ICC within three months from the date of the incident. The ICC shall send a copy of the complaint to the respondent within a period of such receipt. It shall then conduct an inquiry to be completed within ninety days from the receipt of the complaint. The inquiry report has to be submitted to the Executive authority of the college within ten days from the completion of the inquiry.

Punishment & Compensation

  • Anyone found guilty of sexual harassment shall be punished in accordance with the service rules, if the offender is an employee.
  • Where the respondent is a student, depending upon the severity of the offense, the ICC may recommend
  • Withholding privileges such as access to the library, scholarships, allowances, ID card, etc.
  • Suspending or restricting entry into the campus for a specific period.
  • Expelling from the rolls of the college and denying readmission, if the offense so warrants.
  • Awarding reformative punishments like mandatory counselling and/or performing community services.
